will an app submitted in January 2016 be considered in 2015 or 2016 quota ?

Hi All,
Got my Ontario PT on 4th Dec and thinking to submit application in first week of January 2016.
Will this be considered in 2015 or 2016 quota or is there no concept of yearly quota ?
