Hi zulkfal:

For every dependent you need to show an additional $10,000 per person per annum.

For instance, if your annual expenses (including tuition and living costs) totals $25,000 and your scholarship is worh $33,060 per annum, then you need to show an additional $1,940 (10,000 - (33,060 - 25,000) = 1,940) per annum in your account which, assuming you still have 4 years left to complete, would total $7,760 (1,940*4) for the course of the study. So if you show roughly $7,000 - $8,000 you will be meeting the conditions for dependent visa you should be on fairly solid footing with the CIC. Please remember this is a rough guide, I would expect them to be flexible given your guaranteed funding for the duration of the program, you will likely be able to get away with much less than $8,000.

Hope this helps.

She will have to show proof of your status in Canada and the proof of the stipend for your PHD, she probably would not be required to show additional funds. Proof of the marriage. It is really hard to guess if she will get a TRV or not. If it is a long time marriage, maybe. Recent marriage not so good.

for Undergrad 6.0
For Post grad 6.5
Some time depends on University as well my university asks for 7.0 for MA and 7.5 for PhD (I was exempted (both university and visa office due to BSc and MSc from UK).
Universities normally mention it on your acceptance letter if it's not mentioned and you got admission without IELTS condition then I think high commission will have no objection, if mentioned then get that min level.
