We live in the UK.

My wife's father emigrated to Canada in the late 60s/early 70s and at the time of his death in 1974, when my wife was just seven years old, he was a Canadian citizen. He asked my wife's mother to move out with the children but she didn't follow him, and then he died in an accident.

If we decide to emigrate to Canada will my father in law's citizenship count for anything?

I should also add that my wife has a half sister who was born and has lived in Canada all her life.

It sounds like he was not a citizen when she was born in which case it will not count for anything. If you apply under the skilled worker program, you can get extra points for the sister.
