Hi Friends,

I am an Indian citizen currently resident of SINGAPORE, FSW1, NOC 0213, CHC SINGAPORE. I have completed my Medical Examination in last week of Jun 2012 along with my wife and now waiting for PPR. My wife is pregnant (around 7 weeks) and expected delivery date is mid-March 2013.

I have a few questions.

1. If I notify the VO now, I know they will put my case on hold till the delivery and we can update our application and can get the medicals and PPR again for whole family. In this case we will redo the medical and processing will be delayed. Should I notify the VO about the pregnancy before PPR?

2. Second Option is to get PPR now, wait for the Visa (if I can get it in next 3-4 months) fly to Canada and have baby in Canada. I would like to know what are the options for new PRs to have baby in Vancouver, BC. (Cost/facilities)

3. Third option is to get the PPR for me and my wife, fly to Canada (if I can get Visa in next 3-4 months) and come back after completing the landing process, and have baby outside Canada and then apply visa for the new born child. What are my options here?

Any information will be really helpful.

Regards,
Pankaj

Hello,

If I understand correctly, your wife already completed her medicals. So I will assume that is the case for my response (if she didn't finish her medicals - e.g., didn't do x-ray or something, then they won't issue the PR until she finishes it so you can wait until your baby is born, add your baby to your application, and then have the PR cards issued all at once).

So, assuming your wife completed her medicals in June, once you get your PPR your visa will likely expire one year from the date of your medical exam in June. With that in mind, to answer your questions:

1. You do not need to notify the VO until the baby is born. They also wouldn't put your application on hold due to the pregnancy (they only do that if you decide not to do medical exam so as not to limit x-ray exposure) if you tell them now. Given that you completed your medical, etc already I would not anticipate that they would delay issuing your PPR even if you asked them to at this point - unless the PPR came up right before the birth and you couldn't travel in time before your visa expires (unlikely given timing you mention, assuming all goes well with the birth).

2. If you arrive ~ 3months before the baby is born, you will be covered by MSP coverage for the birth. Otherwise, you would have to pay for it out of pocket. Take a look at the family class part of the forum - there's several examples of people that moved (and a lot more expertise on having babies right after moving ;))

Code:
"When does Coverage Begin?
New residents or persons re-establishing residence in B.C. are eligible for coverage after completing a waiting period that normally consists of the balance of the month of arrival plus two months. For example, if an eligible person arrives during the month of July, coverage is available October 1. If absences from Canada exceed a total of 30 days during the waiting period, eligibility for coverage may be affected.

You should apply for MSP coverage immediately after arriving in B.C., rather than at the end of the waiting period, to allow time for your application to be processed."
http://www.health.gov.bc.ca/msp/infoben/eligible.html

If your baby is born is Canada, s/he will immediately be a Canadian citizen making paperwork most easy.

3. It is indeed an option. The challenge will be sponsoring your baby. Given that you will be PRs you will need to be in Canada to sponsor your baby. This means you would either need to get a visitor visa (can be very challenging) or visitor record (can ask for one in compelling cases once a visitor visa is denied) or have at least either you or your wife living in Canada while your baby (and presumably the other parent stays in Singapore ... or India). It gets complicated quickly.

If it were my decision, I would wait to see (i) how quickly the PPR is ready and (ii) how the pregnancy progresses. If you get the PPR very soon then you can move quickly and have plenty of time before your baby is born to set up your home, medical coverage, etc.

If it takes a long time before you get the PPR, and the baby is born before the PPR request arrives, then it's easy also because you would just let the VO know you had a baby and add your baby to your application, submit the documents and you can all land together.

It will be tricky if you end up getting the PPR just before the birth. In that case, I would reach out to the VO and ask for an extension for the PPR.

Bottom line: hope you get the PPR very fast and move quickly ... or hope you get it super slow so that you fit into one of the easier scenarios.

Look forward to hearing how it works out for you :)

I don't know how Canada's laws work, but I'd definitely try to have it in Canada if possible because he/she would have citizenship by birth. Alternatively, you could try to have the child born elsewhere that has Jus Soli--citizen by birth (since he/she will get Canadian citizenship anyway via you and your wife) to make them an eventual tri-citizen! Opening lots of options for them in the future. Personally the only place I would not consider is the US, because of citizenship-based taxation and complex filing requirements and penalties that follow a US citizen where ever they go or live in the world, it's more of a hassle than it's worth for an internationally-minded person. Canada, Brazil, Australia, anywhere other than the US, good idea.

It depends whether you decide to postpone the medical exam until after your wife gives birth. Given the risks of x-ray radiation during pregnancy, CIC gives you the choice to postpone the x-ray during the medical exam and places the application on hold.

After your baby is born, you would need to complete medical exams and then provide all the documents for an updated application reflecting your new baby (passport, medical exam, updated forms, etc).

As my best guess is ur medicals are over (u n ur wife)

Pls wait for PPR.
PPR specifically mentions about change in family composition. They mention, if you are expecting your baby, they advice you to have the baby in canada. This is what I got in my PPR email.
NOTE: If you are expecting a child and are able to land in Canada before the child is born, you should do so. Failure to land before additional dependants are born will result in the need for a new application and new fees for all family members.

Just keep in mind, it will be tough to land in the later stages along with settling in new place. finding Dr and a support system to help you through.

Hi novsaggi,

Thansk for your comments and sharing the information.

Do you mean that if we receive the PPR before the delivery, we MUST have the baby in Canada, else new application and fee. As this line says "NOTE: If you are expecting a child and are able to land in Canada before the child is born, you should do so. Failure to land before additional dependants are born will result in the need for a new application and new fees for all family members."

As per my understanding if you inform the VO before sending Passports, they can wait till the child is born and we can update our application with additional Fee and form. Can you please confirm this.

Pankaj

It's possible. You just need to inform the radiologist. He would give you some consent forms to sign. He would then shield the abdomen of the pregnant woman with a lead shield. And then take the xray.
This technique is quite safe. Three of my friends have undergone this.

Hi..
i recently had a baby.. and also received the MR while i was 7 months pregnant.. after researching online.. talking to my gyneacologist i decided to go ahead with it.. and i used a shield as mentioned above. Please speak to your doctor and read up. It is quite safe generally nowadays.
