Wife lived in USA and Canada

hello i have filed an application to sponsor my wife on june 17, 2013, received a letter saying i was approved to sponsor her on july 26, 2013, she is from colombia, she lived in the states from when she was 8 until she was 16 than moved to canada until she was 18 but had to leave since she didnt get her refugee claim accepted.
I am confused about her background checks from the USA and Canada if anyone has any info please share as i want to send whatever i need to keep the process going as fast as possible before they ask for it

Why would she need to get FBI clearance if she left the USA before she was 18? The instructions are clear that it's for time spent since the age of 18.

Sorry, I thought he meant she went back to states after being refused for refugee, probably went back to columbia
