Wife did not get the visitors visa

Hello All,

I am a Canadian Citizen who had migrated from India in 2008.
Got married to an Indian National in Mar 2019.
Wife recently quit her job to take care of her ailing parents.
I had applied for her temporary visas to come and visit me for a month.
I had send all the supporting documents including a return Air Canada ticket.
Unfortunately, her visas were rejected under the reasons, family ties stronger in Canada compared to India and no travel history.
We haven't applied for her Permanent residency file yet.
I will be placing her file by 15 Aug.
Both of us were never married before and are in our 40's

Please advise what should be the next step.

Submit the application to sponsor her for PR outland and don't bother with another TRV.
