Someone I know is a Canadian citizen with two children under 18 who are Canadian citizens as well have been living outside Canada for over 10 years.Her husband is not a Canadian citizen, he is the citizen of Croatia (visa exempt). She wants to return to Canada with children and her husband. Her husband is disabled due to stroke he has had recently. What chances are there for her husband to enter Canada as he doesn't have immigration status in Canada?
 
He will require an ETA (at minimum) if he is visa exempt. The wife should be filing for a spousal sponsorship to get him a PR visa, if they intend to remain in Canada. The paperwork can be done before they leave to come to Canada. He will require specific information from his home country (like PCC) and if that is difficult to obtain while out of the country it is best he gets it now.

They really need to look at the paperwork, familiarize themselves with it and then decide how to proceed. His stroke won't be a bar to being sponsored as spouses' are exempt from excessive need in this sponsorship category.

Wife who is a Canadian citizen is not currently working,would it affect her eligibility for sponsorship? Her husband has been a police officer for many years. They live in Bosnia.

There is no minimum income requirement but they need to show how they will support themselves in Canada without welfare.
