why the local offices in ontario have super fast processing time?

people from ontario local offices have a super fast processing time, but people from west side got super slow speed,
anyone know why?

Someone posted some data on the distribution of citizenship judges across the country a few months ago here. I can't find the thread but basically it is that there are 32 citizenship judges across Canada. Half (16) of them are in Ontario. And of that 16, most of them are located in the GTA! Some provides have just 1 judge like Manitoba. That is why Winnipeg can be super slow. If that judge gets tied up on some other duties, applications are on hold while the GTA has several judges to work with. At least so I've read.

Basically where there are a lot of immigrants, CIC tries to staff up accordingly.

But I though the Vancouver area had a few (makes sense given the immigrant population). So I would expect Vancouver to move along at a decent pace.

I never knew that Vancouver office is different than Surrey one!
Any idea where does Richmond go?!

I recall reviewing this too. However after some more thought on this its obvious the CJ:applicant ratio on its own doesn't explain the discrepancy. There is a delay of batch pulls from Sidney to the non GTA Local Offices. Picture a scenario where a politician knows:

1. the vote in parts of the country is guaranteed
2. the vote in parts of the country is out of reach - further previously it wasn't a major issue because 2 of your opponents split the vote but now it seems that 1 opponent will get this vote.
3. the vote in parts of the country is a possibility - if you get this vote or a significant portion of it you will return to power especially given the new 'incumbent' in 2 above.
4. there is a significant backlog of citizenship applicants half of who come from region in 3.
5. the pre-requisite to vote is to be a citizen.

In which area would it be beneficial to speed up processing to get a quick win on the public relations front (for expedited processing) based on citizenship numbers which you can parade to the press and in briefings as well as woo the voters for getting them to their dream 'fast'? Remember all PRs are equal (mostly), the same organizations do the various checks, everybody pays the same fees. Conversely in which area would it be less worth speeding things up...hint - you could get new 'citizens' impacting on your 'guaranteed' vote. Now pretend this process was for say health care access to MRIs/ Cat scans....would the powers that be fear a backlash from the 'citizens'? Would heads roll at the very top?
