Why self employment doesn't count for PR?

I have a post grad work permit. I opened a business and bank account.
I did work one year using this business that I opened.

I wanted to apply for PR using this one year experience. BUT CEC guidance and a lawyer also told me that self employment does NOT qualify me to apply for PR.

Why doesn't self employment count for PR?
