It seems very odd this person not having enough points for Express Entry (their EE application got rejected):

3 year bachelor degree (21 points)
32 years of age (12 points)
4-5 years of work experience (13 points)

The person received the following results on their IELTS exam:

8 in Reading (6 points)
6.5 in Speaking (5 points)
8.5 in Listening (6 points)
7.0 in Writing (6 points)

Total points: 69 points

Isn't this how it's calculated or is something not counted correctly?

Having at least 67 points isn't the only requirement. There are many other reasons why the profile may be rejected.
