1. No, it isn't unfair, as the UK doesn't have a Young Professional Program for Canadians. It only has the Youth Mobility Program which is similar to IEC for UK citizens in Canada.

Not sure where you got those numbers from. Have you taken a look at other countries? Italy allows one six month participation with no Young Professionals. Japan has one 12 month participation with no Young Professionals. South Korea, Belgium, Denmark, etc. are all similar.
