Why is TRV for Spouse less likely to get approved?

After pouring through quite a few threads, it seems like the general consensus is that the chance of success for TRV applications for spouses of PRs and Citizens is really low. The main concern is that the spouse will overstay their visa and also inland sponsorship for such cases is not preferred by the authorities.

1. From a personal perspective, I don't think most would risk their spouse overstaying illegally and ruin any future chances of legal immigration status when spousal sponsorship is an option.

2. Why is the possible scenario where a Citizen or PR doing a inland sponsorship for a spouse on TRV not preferred by the authorities? At least the spouses can stay together during inland sponsorship as opposed to staying apart during outland sponsorship especially so when outland sponsorship processing times takes up to a year. I mean after all, inland sponsorship is a legal route provided by the government.

A spouse with a spouse in Canada is not likely to be a genuine visitor. Inland sponsorship, while allowed, is not genuine visiting.

A spouse can get a TRV if they can prove they are just visiting. That's often hard to do in a way that satisfies a visa officer's concerns.

That's it really - TRVs are only granted for genuine visitors.

In broader terms, IMO, there is also the risk of immigration/marriage fraud if it was so easy for spouses and fiancés to get TRVs, or in the very extreme scenario, human trafficking. That’s not even mentioning cultures with arranged marriages.

it’s horrible for those who are in bona fide relationships and wish for family reunification, but IMO it’s also a measure to protect Canadians.
