Why invite u for test if they don't want to make a decision on ur case?!

I don't care about what is the actual decision, I just want to know! Why they invite u for test, but don't make any decisions? Why they just don't arrange the test, so u understand u are not qualified?!

because they wanted to have an interview with you and check your passport stamps and such.
