Why Does the Document Checklist Include the Supporting Evidence for Language Skills in the Main Section? Do I tick the box?

I'm wondering about the "If you are 18-54 and unable to demonstrate that you have the necessary English or French..." line in the doc checklist - this is irrelevant to me, and I would reckon a lot of others too. Why is it in the main part of the checklist (as opposed to the only if it applies seciton below) and do I need to tick the box next to it anyway or not?

Question states "if you are....", if you are 55+ or 17- then it is not applicable to you, just leave it. You can write "N/A" beside it if you wish.
