Why do so many people apply in montreal for refugee claim?

I live in ontario and want to apply for a refugee claim but people are suggesting me to apply in montreal.
I want to know why?

When i ask them why, they say you have more chances of getting approval in montreal.

Asylum program is federal, chances and waiting times are similar regardless of your province of residence.

I don’t see any reason for that. People getting accepted even in Ontario too. I met 3 families in this year they all got refusal on the hearing day .they all are from Montreal.
