Why did the visa office in Japan closed for Manila ?

Hi,

as the title suggests, I was wondering why did some countries' visa offices closed in order to redirect everything to Manila ?
To me, it would logically cause more delays, so what are the benifits behind that ?
Is there any chance that the office in Japan would open back again ?

Just my curriosity, thanks!
