why cic dislike - intetion or purpose to stay in canada?

It just passed in my mind!
I wanna discuss it with u guys!
I read that so many people rejected because "intention to stay in Canada after study"
I dont understand why cic reject them?
In fact, there are working permit after graduation from canada collge or university.
More than 50% people in canada is immigrant.
I think if they are talented, smart, well-educated in their home country
and also they go to canadian university for higher education,
They will be a great asset for the country itself!
I just dont understand why it seems cic dont want people go there and affraid of immigration.
In addition, i also think canada is very big land, they need more people?
I just think they should reject student who intent to go back to home country,
Because they get the education there and just go back witouth giving any contributions?

That's not what that clause/reason means.

So people who get rejected under "You have not satisfied me that you would leave Canada at the end of your stay"(or something) reason are people that the VO believes would not honor the terms of their temporary entry and use unfair means to stay in Canada if their visa expires or if they don't get PR withing PGWP

That's why they evaluate your "prospects in home country" to see what you have to come back to should your Canadian dream not work out

I wonder maybe cic might make mistakes distinguish between the non-bona applicants and the wrong applicants.

I knew someone who got a working holiday permit in Canada but that person has a very negative family background such as continual criminal records.
Actually that person also intended to stay in Canada.
But as you said. so far he/she could show that she/he will go back to home country when they can`t get the extension or PR, they might get chance to get the visa.

It's a system of evaluation where guidelines are given to human beings to assess.

Guidelines have loopholes in them and human beings are prone to have errors in judgement.

So some people slip through the cracks.

That is nothing new and will continue to keep happening.
