Why CIC asks questions B and J of Background Declaration if they ask for PCC?

In Background Declaration Form:

Have you, or, if you are the principal applicant, any of your family
members listed in your application for permanent residence in
Canada, ever:
b)have you ever been convicted of, or are you currently charged with,
on trial for, or party to a crime or offence, or subject
of any criminal proceedings in any other country?
j)been detained, incarcerated or put in jail?
Why does CIC/VO ask these questions if they can check it with the PCC they request and doing background checks?

To cross check. Many have been caught "forget to mention" an offense that latter comes in their PCC check

Also PCC is only for countries you lived in for at least 6 months. If you lived in a country for 3 months, and you were convicted of a crime, PCC wouldn't reveal that as CIC wouldn't ask for it. Regardless of non-mandatory PCC, if you are honest about that, it counts towards a good result, if yo are caught "forget to mention" then you could be banned from further applications (as the ongoing one would be an immediate rejection).
