My working holiday visa runs out next Friday and CIC keep delaying the processing times of the Bridging visa so it's not going to arrive in time.

I was at the border last week and the gaurds were very scary and made it clear I had to leave the country before my WHV runs out but if I can't re-enter with a BWOP I'm screwed.

Do I not get implied status while waiting for the BWOP?

If it arrives a week late and I stay in Canada do the border gaurds have any authority to deny me the visa?

I'm really shaken up by this, just started a new job too so if there's any visa issues I lose it immediately. I've spoken to service canada who were no help as well.
 
You have implied status to remain in Canada - but you can't continue working since working holiday visas can't be extended. So the short answer is that remaining in Canada as a visitor is fine. You'll need to stop working as soon as your current work permit expires. You'll be able to start working again once the BOWP is approved.
