Who can I call about trouble getting a police criminal record?

Hi. Despite living in Argentina, I've been asked by the mexican processing centre to provide a police criminal record of Israel because I've lived there for some years. The problem is, the CIC websites says it will not accept police certificates handed to me, rather only police certificates sent directly to the canadian embassy in Tel Aviv:

Your police certificate will not be handed out directly to you; it will be directly released either to the Canadian Embassy in Tel Aviv or an Israeli embassy abroad upon request. The criminal record which may be handed out by the police directly to you is not acceptable.

The problem is, I've called the israeli embassy in Buenos Aires and they have said they don't send the certificates to other embassies, but only hand them in directly to me.

I don't know who to call about this issue or what to do. Any ideas?
