Hi there,

I want to apply for a permanent resident in Canada. However, I would like to know if I am eligible for it before I gather all the required documents for the application. So, I am going to tell you a little bit of my background. I have been in Canada since January 2004 and I was on a study permit. I went to Simon Fraser University for undergraduate degree (Bachelor of Arts in Economics). While I was in school, I had worked part time as a sandwich maker at Mr. Sub for 1 year. I also had volunteer as a treasurer in one of the SFU non profit organizations. After my graduation in Dec 2010, I applied for a work permit and got a job offer from CIBC. I am currently working full time as a CIBC bank teller for 8 months now. Hence, my question is that "Am I eligible for applying a permanent resident in Canada?" In addition, "what are the necessary steps I should take if I am eligible for it?"
I look forward to getting some information regarding my situation.

Your problem with applying under CEC is that you require 1 years skilled work experience in Canada in NOC level A, B or O. A bank teller is semi-skilled and is in NOC level C. So you wouldn't qualify under CEC, and it is doubtful if you qualify under FSW2, as it may proved difficult for an employer to get an AEO for a semi skilled position. You may qualify under the International student for BC PNP if you employer is offering you a full time job and can demonstrate:

The BC PNP uses the National Occupational Classification (NOC) to classify jobs according to the duties, formal qualifications and experience required by the employer.

The BC PNP will consider applications for positions under Skill Levels 0, A and B of the NOC Matrix (PDF - 70KB). The BC PNP will also consider applications for positions under Skill Levels C and D of the NOC Matrix where the employer can demonstrate that there is a structured career progression to an occupation at Skill Level 0, A or B.
