Yes.
For each visit:
Date of Entry, Date of Leave, Status, Allowed stay, any notes made by CIC (e.g. overstay), notes & comments made by previous officers.

Yes, they can access it but there are two "views" for the information. A summary is presented to the officer, if you go to immigration for a second round then they get the detailed view.
So yes, they can access it, but that doesn't mean they see everything....
