While in Canada as tourist, can they apply for Multiple Visa?

QUESTION: My parents are tourist (single entry) here in Canada. They arrived last August 9th 2012.
The sticker VISA on their passport says July 18th 2012 to January 18th 2013.
Does that mean they are only allowed to stay inside Canada till January 18th..
Or we will base their 6 months from the date they entered the country?

We are also planning to apply them for multiple visa, so they can keep coming back anytime. Can they apply from here in Canada while here? Or must go home? Thanks!!

No. The TRV dates are the period when it must be used. On entry, if the officer just stamps the passport without a date being written, then they get 6 months. If s/he writes a date or issues a document, that is how long they get to stay. Can't apply for a multiple entry TRV in Canada, you must apply at an overseas office.

Are the requirements just the same? Plus medical and insurance from canada? Does the insurance needs to be coming from Canada? What type of Insurance? Thanks!! :)

Another option is to apply for a Super-Visa for them - 2 years max stay per stay, and visa validity 10years. :) :). There are different requirements for this - especially medical insurance.
