Which Visa Immigration Office Do I choose?

I am currently in Canada filling out the sponsorship forms to be sponsored. We are doing 'outland'. I am confused on which Immigration Office to choose. I am from the US. I looked on the CIC site and went to the Visa Office page. Do I choose CPP-O? Or do I have to choose between New York & Los Angeles?
