Which VAC to submit Passport to for Visitor Visa? NYC or Los Angles?

Hi everyone,

My family has received letter asking to submit their passport. I just checked and it shows that there are two VAC offices in USA (one in Los Angles and one in NYC). Passport has to be mailed to them since the applicant is far from both office. Does it matter which VAC passport is mailed to? Do they eventually go to same place for visa? Is any center faster than the other?

Also, how can one pay VAC fees if passport is being mailed to them? Their site is not clear on this.
