Thanks actionjack. Yes i enquired with the Fedex Store. They asked to genrate the labels myself by logging onto fedex.com as they cannot do it in store for international pre-paid envelopes in store.

Just go to a mailing center. Not a UPS store or a Fedex store. There are plenty all over the US. Good luck!

Are you referring to USPS (United States Parcel System)? That is the standard mailing center.

I used Fedex for sending as well as receiving. For sending from US, you could just to go any Fedex store and send it through international priority. You need to mention that you are sending your passports and have them give a value like $1 for the mail.

For return, you can use their self service kiosk, create an account (can be created at home too), generate the label and print it for free. Why I suggest going to self service kiosk is that you can get assistance from store staff if you are stuck somewhere while creating the label. Generating label from personal account is the only way to generate return labels. Most stores won't be able to do this at the store and may not even know the procedure for return labels

Put CIC address in from address and your own address in to address. Give your phone number in both for from and to addresses because there is no direct line to CIC, and you won't come to know if anything is required from CIC for Fedex during transit. Just put $1 as value and give some future date, say 1 -2 weeks for the label. It is okay if the return happens anytime after that date too.

Print the label, and give it to them. Mention that it needs to go inside the mail sent from US. They will ensure that all required documents to cross international border (like custom forms etc.) are present in the return label. They will stick in envelope and put in the same cover in which passports are being sent.

That is it.
