which university is easy to get in to for postgraduate studies in arts?

hi all, i am posting this question for a friend,
she is looking to get admission in a university as she has done bachelors in psychology (14 years of study) then masters of english (16 years) and a bachelor of education ,from pakistan .Also has some NGO work experience.
Her grades in bachelors of psychology and BEd are first division and MA English is second division .
Could u please let me know about which universities to apply where she can get admission easily for the winter 2012 term (i have already tried Memorial university ,uni of ottawa n carleton ,but they dont accept students in winter term)

Getting admission is not a problem but real problem is Visa Officer due to instability in education

Bachelors in Psychology > Master in English > Bachelors in Education and now Master in Arts ::)

Does it make any sense ?

Hello Friend,
Hi, my name is Hassan Raza from Pakistan, was a medical student in Changsha, China. I am finished my studies here and have an admission letter from Kaplan International College in Toronto, Canada. I also have a letter from my cousin who lives in Toronto. He's been living there for twenty years and will support me while I study there for 10 months. He is financially able to support me the entire time.
My Chinese Student visa is valid until the 30th of August. Classes in Toronto will start in September 2012.
My question is, I have admission letter, supporting letter from my cousin, what else do I need to have in order to get my study permit? My father in Pakistan will send me a bank statement from there, will you accept that ?(how much money should there be in the bank statement). According to Kaplan College I need to be Toronto at least one month before I start studies.
My second question is weather I can apply from China? Please let me know what other things I need to provide with my application to secure that I will get a student visa.

Yes - you can apply from China. However you will need to provide proof that you have strong ties to your home country and have no plans to remain in Canada long term. This will be difficult for you to do if you apply from China given you only have temporary status there.

I think there's a fairly high chance your application will be rejected since you were studying medicine in China and now want to study English (?) in Canada. This education path doesn't make sense. Also, Kaplan isn't a very good school.
