Which territories can nominate candidates WITHOUT a job offer?

If I've realized correctly, currently the only territories/provinces that can nominate candidates without a valid job offer are:

1) Novascotia
2) Saskatchewan

What other territories/provinces can nominate the candidates who don't hold a valid job offer?
