Which state should I indicate as my destination in Canada?

I am still waiting for my ECA at this point but I know that my CRS points will be 453. Does it make any difference which state/province (Saskatchewan/Ontario/etc) I indicate as my destination in my EE profile?

I believe you have to indicate Ontario if you want to get the OINP. But I think the OINP fees (CAD1500+) are far too high and not worth it. Do we need to indicate Saskatchewan for a SINP?

Does any state nominate for less/free than Ontario?

You can choose any state.
Quebec is an option where it is less fee for QSWP.

Under EE, you can choose any province except Quebec.

Ontario PNP has $1500 fee but most other don't.

Yes I intend to make an Express Entry (EE) profile so Quebec is not an option. Do I need to indicate Saskatchewan if I want to get a SINP?

If you have a 450+ score, you don't need a provincial nomination.

With your score, you should mostly get a direct invitation (ITA) in the next few rounds of invitation. Yes, if you want to get an PT NOI from Ontario, you need to select Ontario under 'Application Details' section of your EE profile. With your score you will definitely get PT NOI from Ontario, but when you can get a direct ITA, there is no point spending CAD 1,500 for Ontario.

Let's see how much actual score you get until fill a real EE profile, sometimes people get different score than expected.

If it's 450+ you could have chances for ITA, but if after a few rounds you don't get it, think about a PNP. Rules and circumstances changes continously so it's better to get ITA as soon as possible.
