Which options should we choose for me to be sponsored and to be together?

I need major help with my situation. And i am sooo sorry if this is long or maybe confusing. So my bf and I have been together for over a little year now. We are looking to have a court wedding. We aren't really "officially" engaged (he didn't propose). We really love each other and we knew eventually our relationship was heading to marriage, and each other absences is horrible. We have thought of different plans to go on about marriage, applying for sponsorship, and then me waiting in Alberta while the application is in process.

Option 1: I apply for medical, FBI clearance, and then we get married this month, when he comes down for a regular visit, with no proposal or prior engagement. We gather all our evidences/documents and apply for Outland Buffalo. Afterwards, to my knowledge I could get a visitor's record or I've seem to always get issued a visitors visa, I will keep extending once MY application (PR app) is in process. (a) Would it be okay if waited on my application even when the sponsors side of the app is being process? (b) Would I have to prove ties/show funds/proofs that I would go back to my country? (c) would it really affect our app negatively if we werent engaged and didn't do the glitz and glamorous wedding?

Option 2: I apply for all the needed documents and get married this month with in mind we didn't have a prior engagement period. Work on our app, send it. Then in late July I would go up and say I am visiting my husband and is there for my husband's family reunion. And I would request to be there till late July to mid August (adding up to 30 days, so I could extend my visa). My proofs are school and a wedding, now before I get scrutinized about ditching the wedding, I barely know her and she invited anyone. So I would say I am leaving on Aug 15-17 (the wedding is on the 18th) and show them a ticket I purchased for Seattle (the city where the wedding is taking place) and also I will purchase a ticket from Seattle to California for schooling. If I get refused at least I know I would have these tickets for a back up. And then I would extend for my stay there saying I would like to wait during the sponsor app. (a) should we send our app before or after I'm in Canada (I wouldn't want them refusing me if they knew we had our app being process) (b) do I call my husband, my husband or boyfriend? (c) if We should send our after I'm there should I get my medical done and apply for FBI clearance?

Option 3: we get married in Canada on my visit and use the above proofs. And then apply for all the documents. I would think I should apply for my FBI clearance before I go up since it'll take 3 months and if I did my medical up there it'd take hours to get it.

Again I'm sorry for the lengthiness. If there's anything that needs to be clear up please say so.

I'm not sure I fully understand your situation, but to get the conversation going, let me share a few thoughts and then you can claire details we missed.

If I understood correctly, your boyfriend is Canadian and you are American. You are planning on getting married soon and after that would like to visit him in Canada while waiting out your sponsorship. You have commitments both in Canada (his family reunion) and in the US (your friend's wedding)

Based on that understanding, and what I undstood of your scenarios and questions, I think it may help to clarify a few things:
- As an American citizen you do not need a visa to visit Canada. Therefore, you could travel anytime without needing to apply for a visa first.
- When you cross the border, the officers may check to ensure your visit is temporary and you are planning to head back to the US before your stay expires - you may get lucky and get waved through or may get detailed questions - it's luck of the draw. To address these concerns, you have to be very clear that you are visiting (as you mentioned in your note), have ties to the US (housing, bank accounts, job, etc), etc.
- As an American, you'll likely get authorized for a 6 month stay when you travel in to Canada as a tourist and can apply to extend your visa (you can do this online even). However, every time you exit Canada (eg to go to the wedding), you get a new entry and the clock resets to zero days in Canada for the stay ... so you'll get another 6 months and would have to apply for a (new) extension. Each time you'll have to convince the border officers that your stay is temporary and have ties to the US.
- You are allowed to have dual intent - visiting in the short term and applying for PR to move to Canada in the long term - but have to abide by all the rules of each application in the process so no moving until you are a PR, for example (e.g., don't start moving your household goods or anything like that which would put the cart ahead of the horse so to speak)
- As an American it is faster for you to apply through Buffalo than inland within Canada. You can apply Outland through Buffalo even if you are physically located in Canada.
- Whenever you submit your application you need to submit both the sponsor and the sponsored components at the same time so you'll have to finish both parts before submitting your application

On a more subjective note - who is to define what a proposal entails other the a promise or agreement to marry each other? You say you and your fiancé have spoken many times about getting married and agreed that's where you were heading toward. If a formal proposal with "glitz snd glamor" is important to you then do it and don't rush solely for immigration purposes .... but on the flip side, you don't need to have one for immigration purposes if it doesn't feel right otherwise. Just explain how and when you agreed to marry for that question. And, if you have agreed to marry already, then aren't you essentially engaged already? ;)
