Are you getting application fee waiver? Is that applicable for any course?

Coming to the question, i think these are undergraduate diplomas/post secondary diplomas and you need to have progression of studies to convince the Visa Officer.
But i know some diplomas are job oriented and they are more valuable than many useless PG diplomas. Why don't you go in for masters in some good university? Give your IELTS again, improve your score.
