Which office will process the application

I applied for visitors visa for myself and family. I am in USA ( principal applicant and have already received my visa last year ) but my family have not received theirs ( Ghana). I recently found my wife status moved to ' we are reviewing your eligibility'. If I am to raise a webform for my family, which office should it be addressed to? USA or Ghana.

I am in the USA too and about to apply for a Canada visa for my wife and daughter. I was thinking the application will be processed and approved together.
