which guide am I following?

I am soooo confused!
OK my husband is Thai, in Canada on a TRV but we are applying outland through Singapore becuase Thailand does not process PRVs.
SO am I following the IMM 3906 (07-2009) which says, the family class sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside of Canda Part 3: Country specific instructionshailand etc. OR am I following teh Imm 3057 E (07-2009) Family class sponsorship of parents, grandparents, adopted childern and other relatives. Visa Office Specific Instructions Singapore?

I'm not sure why you are confused. Follow the one that says SPOUSE.

They both say spouse but I dont know if I am following the one for Singapore or the one for country specific, which has Thailand on it.

Use 3906. That's the one specified for SPOUSAL sponsorships. This Region Specific Guide is for both Thailand and Singapore as well as several other countries.
