My girlfriend is from New York and staying with me in Ontario on a Temporary Resident Visa. We have been living together since Jan 2010 in Ontario. She has an address in NY where she lives, which is required for border crossing purposes. She stays there when she goes back to work every few weeks. What do I put down on our application for Permanent Residency as we are filing as common-law.

I believe I should be putting my Ontario address as her address, to prove that we are living common-law. If she is living common-law in Canada can she still apply outland, or will she now have to apply inland?

Another question on addresses. IMM0008 Q 15. Addresses

Should she include both addresses with no to dates included, as she currently lives at both. Or should I just attach a letter to explain?

You can use the Ontario address and still apply outland. It is always her right to apply outland. You would just pick the outland forms and when it asks if she has a 1 year visa in the country where she currently lives (Canada), you say no and opt for processing in her country of nationality.
