If an applicant who is legally working in USA and his status is C08 work permit. C08 work permit is issued to asylum applicant in USA and It means the individual is authorized to work in the United States based upon a pending asylum application. The question is whether he is eligible to apply for Canadian Permanent Resident legally from USA (As he holds a valid and legal C08 work permit from USA) or he has to go back to his home country to apply for Canadian Permanent Residence?
