Where to send Spouse PCC if outside Canada.

Hi,
My wife has been asked to submit PCC. But when approached to VFS, they said we can't send it as an application was done online (every application is done online only). So we're confused. Even address is not mention in email from Delhi Immigration.

Can someone guide us, please?
