Where to send passport Buffalo/ Fort Erie?

I received the notice to send in my passport ;D
I have 2 options:
- send it to Buffalo with return address in the US
- send it to Fort Erie with return address in Canada

I would prefer sending it from/to Canada since I'm already here but I've used my USA address as my permanent address in my application. My application has been processed in Buffalo so far, so I'm concerned that it would take longer if I send the passport somewhere else, or they wouldn't ship it back to me from Buffalo to Canada. Could I send it to Buffalo with return address in Canada?

Does anyone know if where I send it makes a difference?
Any suggestions?

What they're telling you is if you are mailing it from Canada and you want it mailed back to you in Canada, you have to send it to Fort Erie so you can pre-pay for return with CanadaPost. (Problem being that you can't buy US postage stamps, or prepaid envelopes with US postage on them, in Canada.) If you are mailing it from the States, send it to Buffalo. Actually I think this is relatively new, I'm seeing a lot of threads about it all of a sudden when it's not been something that's come up until recently.

Other option: you can arrange to take your passport to Buffalo and get it posted the same day, and then land on your way back into Canada. I think they do this on Tuesdays and Thursdays. You have to be there first thing in the morning, they take your passport, and then you come back in the afternoon and pick it up with the COPR attached. Of course, the convenience of that depends on where in Canada you happen to be located.
