where to send forms?

I live in thailand and I know the application for permanent residence goes eventually to Singapore, but I sent an email and was told my sponsorship application must be sent to the CPCM in Missisauga. Do I send ALL forms and payments there, together? Or do I send my sponsorship forms there, and the permanent residence forms separately to Singapore?

The entire application (sponsorship and permanent residence and supporting documents) goes to CPC-M first. Once the sponsorship approval is completed, it is then sent to the local visa office which will process the application for permanent residence.
