Where to send application for sponsoring my partner from Belgium

Hello, so we can't seem to find clear information on where to send our application. My partner is from Belgium and I want sponsor her to Canada. We are not sure about where to send the applications though. Should we send both the sponsor and the immigrants applications together to Paris (the office responsible for Belgium). Or should we send both to the Case Processing Centre in Mississauga, and from there they will send her immigrant application to Paris? Or should we send my sponsor application to Mississauga and hers to Paris? It's not very clear on the website about this. Any help is greatly appreciated!!

The sponsor and applicant application must be send together to Case Processing Centre in Mississauga and after the sponsor approval the sponsored person(Applicant) Case Processing Centre will send the applicant application to the visa office responsible to her country which is paris in your case.
