Where to get PCC in Vancouver?

Hi,
Need some help as I am getting paperwork ready for citizenship application .

I was out of Canada for 90 days in 2016 & 97 days in 2018 . total 187 days .
PCC is required - correct & agreed .
question is --

Where in Vancouver ? BLS office or Indian consulate ?
Has anyone got one recently . how long does it take ?

As per this, you need to submit the application at BLS center in Vancouver.
