Where to get married? Unique situation

Hi,

I have been in Canada since 2016. I've just graduated from a 2 year diploma program and got my PGWP for 3 years. Before getting a job, I decided to make family visit to my country, and got my tickets. My girlfriend is planing to join me here in Canada ASAP with an open work permit and we don't mind getting married. We've been making lots of research and couldn't figure out if or how can we accomplish this. Currently I am unemployed but any job I get after my visit will be "skilled worker - B" She is currently working in our hometown we are both 26 and she also qualifies for skilled workers due her education and work experience. No matter what, she will need a short english study (8-12weeks) and can't afford any kind of post-secondary education in Canada so the way I did (PGWP) is not an option for her.

Looks like there are 2 options:
1- Get marry in our hometown during my visit, I come back to Canada alone, start working as a skilled worker B and send her letter etc... so she can apply and get her open work permit from our hometown and come here with a work permit. Then she can do her english study for the first 8 weeks before getting a job here.

2- Don't get married, I come back alone, she applies for an english school from our hometown, comes to Canada on a visitor visa, we get married here in Canada and she applies for work permit here as my spouse. I guess 6 months will be enough time for us to get married, apply for work permit and get it because none of my applications ever took more than 6 weeks including my PGWP during this summer.

Are there any other options? If not, what are the pros, cons and risks of those 2 options above? Thanks!
