Where to get a Bank Draft for Application made outside Canada here in Kuwait

Good day to everyone!

I hope anybody out there can help me with my problem. I have all my papers prepared and when I was about to get a bank draft here in Kuwait the all of the exchange company refused to give and they told me that they can no longer issue one for me and better go to any bank where I have a account. I went to Commercial Bank of Kuwait because I have a account there and it is a Labor account that means my ATM that our company has issued for me. They ask me to deposit the amount converted to 150 Canadian dollars. And they were able to gave me one and I submitted all my papers. Now I am quiet confused If I were able to get the right bank draft that the Embassy of Canada requires. The one I get looks same like a Check. It states there that demand draft issued in order to pay THE GENERAL RECEIVER FOR CANADA. Bank of Montreal International Service Payment Center was the address and my name as applicant indicated below. Did i get the right Bank draft? Please I need your help guys.

bank draft are standard one and all bank know about the same
Draft seems ok but why only 150CAD?
as an applicant I think 550$ for single applicant
150$ is for depedent which is in addition if have any
