Where to apply for visitor visa in Rwanda

Hi

My sister-in-law is a Tanzanian national currently living in Rwanda for a short-term work assignment. I know that the corresponding visa office is in Nairobi, but I was wondering if she could drop her visa application at the embassy in Kigali?

Otherwise, is it better to send the application directly to Nairobi by mail (is it safe for the passport?), of send it to the VAC center in Dar es Salaam?

Apply online and then wait for a letter that tells you which visa office to submit your passport for visa stamping.
