Where to apply for a visitor visa to Canada

Hello,
My mother is looking to visit me in Montreal in September 2022.
She is currently in India and would be visiting the USA from July 14 - Nov 28, 2022
Should I wait until she is in the USA and then submit an application online, or submit an application online now when she is in India?
My concern is that they will request that she send her passport to an address in India while she is within the USA and I will have to submit a new application.
Currently the visa processing time in India for TRV is listed as 135 days, while for the USA it is 30 days.

Her application is much stronger if she applies from India. She can request stamping in another country. Given processing times she needs to apply as soon as possible. Processing times are often not correct.
