Where the PR applications are processed for EE, in Canada or your home country ?

Hope you doing well.
I have a question concerning the PR through EE, when you get the ITA and you apply online, knowing that you are in your home country. Is your application will be proceed in Canada or at the Canadian Embassy in your country ?

If it is in Canada, what is the role of the Canadian embassy in your country ?

Under EE, almost the entire process is online and centralized at CPC, Ottawa. Local offices are involved if and when Ottawa feels that it is necessary to involve them but predominantly the file processing happens inside Canada.

1. So why the processing time for outland is not the same then ?
2. For people who got the ITA via PNP designation, it will be processed in Ottawa as well ?
3. I've heard, majority of people get the things done in 3 months lately after applying, is it correct ?
4. Maybe a stupid question, but I want to know, (not talking about EE this time) when you apply for a normal visitor visa or work permit at the embassy of your country, who is taking the decision CIC Canada or the embassy ?
5. For PNP designated people, the processing time is the same for all the other categories under EE (like CEC ...), or it is faster with PNP ?

#1. Foreign VOs are likely still working on backlogs of old applications from previous years.
#4. They are still CIC officers who happen to be located at CIC/visa offices at embassies, consulates, and high commissions.
