Where is final Permanent Residency documents and visa prepared?

Once everything is in place, are the Permanent Residence documents/visa prepared at the Embassy they are being processed through, or is there a step where the completed application is sent to Ottawa and they make the PR documents and send everything BACK to the Embassy that processed the application?
Obviously, if everything is processed AT the Embassy that is handling the case, completion will be quicker. If an additional step is needed to send things to Ottawa, it could take months.
Anyone know which way it is done? thanks

Well I don't know what you are referring to but. The final documents would be the PR cards and they are prepared in Canada once you arrive.

1. The COPR is affixed at the overseas office where they are processed.

Thank you PMM, that makes all the difference in speed of processing to the point my husband can actually COME here.
I know that a PR Identity card is issued afterwards to the Canadian address once the person has "landed" in Canada.
Hopefully this 18 month wait will be over in just a few weeks.

Here are the kinds of things that cause delays in the PR process. My husband's new updated medical exam was couriered by the doctor to the Canadian Embassy in mid-February. My husband even followed up with a phone call to the doctor's office to make sure they had sent it and they had. By that time his renewed police checks were also already with the Embassy, he dropped them off himself the second week in February.
Then over a month later in the last week of March they called him to pick up his now expired passport and return a renewed one with notarized copies. That was hand delivered on April 1.
In the meantime he had gotten a new cell phone number and I wrote to them on April 4 to tell them to update our file with his new cell number to use for calling him. At that time they acknowledged the number and said they were waiting on the renewed passport and new medical exam. ???? I wrote back that the passport was just dropped off April 1, so perhaps that was not recorded in the system yet, but the medical exam should have been there BY mid February so please advise if it is missing so we can provide a new one.
Another week went by with no reply from them so I wrote again on April 13 to request confirmation if the medical exam was missing so we could contact the doctor and provide a new one. Three days later they wrote and acknowledged they did in fact now have everything and the file has been forwarded to an officer for a final evaluation.
Between the slow slow slow times it takes them to deal with things and the apparant lack of information internally, no wonder the process takes SO LONG.
And for all us family class applicants, I just heard the other day that over 40,000 TEMPORARY foreign workers were fast tracked into Canada last year. While our PERMANENT family members are waiting and waiting and waiting........and waiting, for PR to be granted. Our application is now at 19 months OF WAITING. Should have brought him here on a TFW visa while processing the family PR.
This system sucks.
