When to start universtiy

After landing, when is it appropriate to start for university course ? I mean the fees is different for canadians and for international students. When we are considered canadians?

You qualify for domestic fees as soon as you have landed and become a PR.

It depends when you plan to start University. You should contact the schools you are interested in attending (or visit their web sites) to determine when they are accepting applications for the term you wish to begin your studies.

If you would like to start in September 2013, then I believe it's already too late to apply.

Applying before landing is sometimes possible. It depends on the school and program.

A past colleague of mine applied before landing (for a Bachelor in Engineering program at either U of T or York U). I can't remember what proof she provided to the university (it must have either been the passport request letter or a copy of her actual PR visa). The university agreed to process her application before she had landed and she was accepted into the program. She landed and became a PR before classes started - which meant that she paid the domestic tuition fees.
