When to get a police certificate?

I was wondering, when should I send in an application if a police certificate takes a while to come in? I know CIC will request for it, so I dont want it to take forever to come in the mail while processing begins.

Okay cool and where do you mail the police certificate? Because im sponsoring my wife, shes in america and im in canada. Where can she mail it to once the police certificate arrives?
