When to Canada for Winter 2021

Any advice or experience would be helpful.

I have an approved student visa and letter of introduction and my college is approved for its readiness plan.

I would like to know when is the best time to travel for Winter 2021 (Classes start on Jan 18 and last day to quarantine is Jan 2)

I'm planning to travel on 28 nov.

In my opinion, it may be a little early. My program starts on January 8 and I'm planning to travel on December 8. An immigration consultant from my university recommended not to travel before a month of starting date of a program.
