When to apply for CEC?

I am bit confused, please help me out

After my final exam, I started my job on 6th January 2014. On 14th Jan, I got a letter from University which stated that my degree requirement is completed and I got my PGWP on 28th January. I also took 3 weeks unpaid holiday.

As per CIC, I can apply on 14th Jan and if I add three weeks , it will be February when I am eligible to apply.

Now my question is, is it possible for me to catch 14th January or 28th January draw for EE? Given that I am not sure if I will get ITA and If I get the ITA, it will take another 1-2 months to apply finally and by that time my 1 year will be completed.

No, you have to be eligible for a skilled worker program at the time you apply for express entry. Wait until you are eligible (at the very least, you cannot count the 3 weeks of unpaid vacation).
